iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

You go to Sections in Cydia, find what you like and Install it. Or else go to the AppStore.

You can also Search for packages here

If you mean free apps that you'd have to pay at the App Store and hope to get them on Cydia, you are WRONG and you are a PIRATE. Don't ask for support here if that's all you're jailbreaking for.

Cydia tweaks?

Of course, if you mean you want to get jailbreak-only apps browse the sections or browse for them on Cydia Search. If you're not sure which tweak to get you should check some jailbreak-related blogs such as ModMyi.
