Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

I jailbroke my ipad 2 ios 4.3.3 with jailbreakme 3.0. Everything runs fine i have not experienced any problems but just wanted to know a couple of things.

Do you recommend i do i fresh restore of my ipad 2 and then jailbreak again for faster speeds? I mean its running fine but i want everything to run nice and smoothly.

Also if you keep installing packages from cydia and then uninstalling them can that slow your device down. If you install something then decide you don't want it then you uninstall can that potentially slow down the device?

I know these might be stupid questions but was curious and wanted your opinion.

If it's running fine, I'd leave well enough alone. "If it ain't broke, don't fix it."

I'd use some discretion installing Cydia packages. Although you can uninstall them, that doesn't necessarily uninstall dependencies.
