Error 9 is a bit of weird one, is the firmware downloaded via itunes?, exactly when does the error show, before, during or after restore?, are you on windows, have you tried restoring on a Mac? have you tried a local restore using TSS server for the signing, I'm not saying anything it's gonna work, just throwing ideas out there for you to try.

Usually error 9 is hardware, if you have tried differenmt USB port and a different USB cable and still getting error 9, rthen turn your iPhone back to Apple for warranty replacement, if not under warranty i would suggest you sell the parts off on ebay, i think you can make enough money to buy another one ;-) seriously just check the iPhone parts prices on ebay its crazy, the parts if put together would cost more that the iPhone itself!!

The link by @ritrock is asking to use recboot, but pointing at an old broken link, the new and current version can be downloaded here (for Mac)
