User or system applications? If you deleted some files in /var/mobile/Applications, where user apps are stores (such as Youtube, Twitter, Dropbox etc) then you can delete those applications and reinstall them with iTunes.

If you delete some files in /Applications or /var/stash/db/Applications, you will need to restore.

The only other alternative is to grab the 7.1.2 IPSW, change the extension into .zip, extract the rootfs (biggest file in the IPSW), decrypt it and replace the missing files using iFunBox. Find your firmware keys here and then decrypt the rootfs using F.C.E 365 . Then copy the files from the applications you need, and paste them in the proper application folder in /Applictions on your device.
