Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

I cannot use the App Store or iTunes (directly on the device; it works on the computer) because there is a message "iOS Update Required", then "The requested action requires the latest version of iOS". I'm using an iPad 1 on 5.1.1, and it happens even before jailbreaking, but I got this iPad second hand and the previous owner didn't save their SHSH.

So, according to this (https://discussions.apple.com/message/25236065#25236065), there seems to be a bug in 5.1.1 which is preventing the new terms of service from working properly. I can't even get into the purchased section let alone download a compatible app outright, or even download music. Can this be fixed with a jailbreak tweak? Or if not, I've heard of a tool called "GeekGrade" to downgrade the iPad to 3.2, then I can update to 5.1.1, jailbreak and continue my life. Will it work? I've already transferred many gigabytes of music and videos so if it doesn't work, I'd rather not waste my time.

Update: GeekGrade's IPSW justs makes the downgraded iTunes "stop working".

Looks like an Apple problem to me, not a jailbreak one.

5.1.1 is the last ios for an ipad 1 and is jailbreakable. not sure why you think you need shsh. restore it, if it doesnt fix it, talk to apple.

I think you misread my question?... Unfortunately Apple doesn't seem to be doing anything about it, and it seems to be a bug in 5.1.1, so I don't really know what to do. The previous owner didn't save their SHSH of an older version so I can't go there, log in and then update. GeekGrade seems to make iTunes "stop working"...

So do what was suggested above. Restore your device to the latest iOS (5.1.1) and try again.

you would really need to talk to apple. no one would ever make a tweak that bypasses displaying itunes (apple) terms of service. That would be silly. Apple would sue the creator into the ground

Because it happens on 5.1.1. Most developers support iOS 7 or above these days. No one has written a tweak for 5.1.1 in years.
