Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

I have a 4s running iOS 8.3 and an iPad 2 running 7.1.2. Both are jailbroken and running quite well. The iPhone is my every day multi function phone and the iPad is used for many purposes but it mostly serves as a hook up to my television to watch streaming stuff with Kodi. Could someone tell me the pros and cons of upgrading either?

I see no point in upgrading to iOS 9, especially not now, since 9.0.2 is very buggy and sluggish, even on the 6S and 6S+. Given that both of your devices have the ancient A5, my guess is that your performance will drop significantly, especially on the iPad 2, compared to 7.1.2. The only reason I would see updating is for app support, but as of now, no major apps require iOS 9, and you can always get an older version.

My advice is to stay on your current firmwares, and once you really need apps, unless you get a newer iPhone, update your iPhone (since you use it more often). For now, remain jailbroken on your current firmwares.
