If you used something like 'TetherMe' (paid Cydia app) on your iphone, then it has a setting for connecting over Bluetooth, there is also an option to run TetherMe as a wifi hotspot, but currently, only from an iphone4.

Is there a way for iPhone 3GS?

Yeah over bluetooth, but if you're going down this route then there is no need to buy an ipad 3G

You don't need 3g on the iPad to for that, it has WiFi. Tethering on your iPhone takes it's 3g internet data and acts like a WifI access point, which your iPad can connect to.
