How to fix some mysterious problems.

So I want to reset my jailbroken ipad 2 iOs 7. But when I pressed the erase all data in the settings, my ipad keep loading for days. So I turn it off and turn it on again. But then I'm stuck in safe mode, without cydia and all the cydia tweaks. I originally want to upgrade to ios 8.3 and do a semi jailbreak with it. please help me, thank you :)

When you jailbreak you cant use the erase all data in withing settings because the jailbreak moves foles around and that part of ios is always mess up. When you say you are in safemode are you in ypur homescreen with status bar that says safe mode?

If so turn off your ipad by holding home and power together and when the screen goes black let them go. Now tuen on your ipad by pressing power and when you see the apple logo press the volume up and keep holding it until you see your lockscreen? Report back if this works and or if you are able to acces your homescreen even if you are in safe mode?

If so use semi restore to bring kr back to he stage it was before you did the erase all data i. Settings.

Safe mode is a very helpful, yet trickey program that is just designed to safeguard your iPad from becoming totally corrupted. When you tried to erase all data (I'm guessing you are trying to un-jailbreak your pad to upgrade to IOS 8) it ran into a problem with one of your installed sources or program. My best advice is to restore your iPad through iTunes on your computer or try to reboot your device. Turning it off and back on again doesn't "reset" your device to the normal springboard operations, it's just a simple on/off. If you don't know how to reboot, simply hold the home and sleep button at the same time till your iPad screen goes blank. (Keep holding even when it prompts you to turn device off) Try the reboot first and if that doesn't work go ahead and do a full restore. Hope this helps.
