Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

Does anyone know how I could go about making a website page where users can install a app without a jailbroken device from my website? It's mainly for myself my phone doesn't work well with jailbreaks anymore it's a crappy 3GS that constantly reboots when jailbroken. |

Are you the developer of the app that you want to distribute from your website? You'll need an enterprise dev account to do that which costs $299/year and considering you have a crappy 3gs, I doubt you can afford that.
Nope & why would I need that account when there's a lot of websites out there where you can install apps without a jailbreak & they don't pay for something like that?
The owner of the website pays for the certificate then earns from the ads. Also it is illegal to distribute apps without the devs permission.
How am I distributing any apps when I'm just uploading it for myself to install on my none jailbroken phone?
Read your posted question particularly the word "users". Unless you have multiple split personalities, it means to other people.
