Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

As the title states, I have concerns rebooting after adding a passcode as my iPad2 got stuck on Apple logo during reboot.

Devices in question:

iPad4 Air GSM IOS 8.1

IPad2 GSM IOS 8.1

Can I safely add a passcode to these device and not expect any problems?

as long as you have used a recent version of the pangu jailbreak cydia is updated to stash files correctly , which in turn allows passcodes to be set without issue.It was only the original release with cydia that had these issue as it wasn't updated yet.
