You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

I have an iPhone 4 running ios 7.0.4 and I wanted to jailbreak using evasion7 except while jailbreaking I encountered an error that said failed to configure system 1/2.I did what was recommended by sites which was to close my antivirus and any unnecessary programs that were open to no avail.What should I do?

Do I need to get out the troll hammer?

Remove the antivirus and reboot. You would be better off just restoring to 7.1.2 and using Pangu anyway.
