How to fix some mysterious problems.

I am new to jbing and upgraded to 4.3.1 a few days ago. Do I need to restore then run redsnow or can I just download the new redsnow and jailbreak? I'm very confused.

Jailbreak with Redsn0w as is, your idevice will stay as it is after the JB with the exception of Cydia on your springboard/homescreen, open cydia and let it do it's thing, then reopen and select 'user' and let it update/download packages.....job done.

Whats your OS by the way??

Depends. If you haven't jailbroken before you should be perfectly fine.

If you have jailbroken before, I'm afraid there are some important files (pertaining to functionality) that are changed in 4.3.x, and a restore from a backup is necessary. Just sync your device, right click it in iTunes, make a backup. Restore your device, then select the backup you just made. Resync everything back and if everything went smoothly, you should have a perfectly fine jailbroken device
