How to fix some mysterious problems.

Ever since upgrading to iOS 7.1.2 and jail breaking with Pangu, I have notice the network indicator always loading (spinning) at the top next to wifi or LTE in the status bar. Whenever I open an app it goes away but as soon as I close all apps and return to the home screen it pops back in, spinning as if something is transferring data in the background? It usually requires a full power off and restart to go away and even then it's almost certain to happen again, within the next 24 hours of use. Also, I am sure that apps are closed and I have always had background refresh off... Is this common? Any solutions?

That a bug with iOS7, not the jailbreak.

Interesting, I don't have this. I guess I'm just lucky. :D

Any solutions? Could a restore and re-jailbreak fix it? Or if your device does it, then it'll always be there. I didn't have this problem with 7.0.6, and I skipped 7.1.1 so this is my first time having this issue.
