Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

For some reason, my friend's jailbroken iPhone 4 never had SHSH blobs saved on Cydia's servers. It was jailbroken for the first time a few weeks ago, so it should at least have 7.0.6 blobs. I just need to restore this device, but I do not want to upgrade to iOS 7.1. Is there any way to dump the SHSH blob from a currently installed firmware now?

Cydia needs backend updating to show and save SHSH but it was not done for 7.x.

Since there is really no way nor need to use the SHSH, it isn't much supported any more unfortunately. You can try using iFaith to dump them off your device however and maybe at some future date there might be a use for them. (unlikely though so do not hold your breath waiting for it)

iFaith seemed to find a blob, but it doesn't dump anything over 6.1.3. Redsn0w said the blob is corrupted, but I think that is due to not being updated for iOS 7 as well.

Not yet. There is no tool available to use/dump the blobs. Wait for redsn0w or iFaith to be updated. We have no idea if/when that will happen.
