Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

some guy is offering me an iPhone-4 which is carrier locked at very low price, he says it cannot be factory unlocked. I want to know if it is possible to soft unlock it using ultrasn0w? I have been using a iphone3GS so I know jailbreaking stuff but i am not sure about iphone4. Is it just because of the baseband version because of which ultrasn0w is not working on it, because if it is baseband can be upgraded or downgraded using redsn0w right? or it could be something else?

please help

No, like I said on IRC. Ask the carrier or buy an IMEI unlock.

Nope as stated on IRC by iAdam1n :P but you can purchase an IMEI unlock online from an authorised or known seller.
