iOS 9 and 8.4.1 do not have jailbreaks. You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

How to fix some mysterious problems.

I have an iPad 2 and I'm currently on jailbroken IOS 5.1.1. Should I upgrade to IOS 7.0.4 before apple releases IOS 7.1? Can I downgrade from 7.x to 5.1.1? (I have SHSH blobs for 5.1.1 and 6.1.3)

If you're thinking that the iOS 7 jailbreak will be released for 7.0.4 after Apple releases iOS 7.1, that's extremely unlikely and has never happened before. Jailbreaks (with the exception of "unthreaded") have always been released for the then-current latest newest firmware, not one or two or three revisions back.
