I upgraded my iphone 4 to 6.1.3. the BB and SN are 04.12.05 and 5K101XXX with carier Softbank, Japan. Tinyumbrella detected several SHSH like 6.1.2, 6.0.1, 5.1.1b and 5.1.1 on my iphone. I just know, the BB 4.12.05 cannot be unlocked. But, there is any possibility to downgrade and unlocked as well on this iphone? I have tried to downgrade using redsn0w and snowbreeze but both of them field. please your advice. thank you.

There's no way to downgrade the baseband on an iPhone 4.

If those 6.x SHSH blobs were automatically saved by Cydia, they are invalid and cannot be used to downgrade your iOS version. You can use iFaith to verify the blobs you have to see if they are usable.

The only option is an IMEI unlock. You may try contacting SoftBank to see if they will perform the unlock for you (I have heard that they do not readily do this for customers). Another option is to pay a 3rd party service, however SoftBank is a particularly costly one. iProService offers this service.
