There's very detailed instructions at the TinyUmbrella site at: http://thefirmwareumbrella.blogspot.com/p/prevent-iphone4-baseband-update.html

Just stop at step 10 if you don't want to jailbreak.

If you use snowbreeze 2.2.1 to upgrade it will preserve your baseband. Select baseband preservation mode if you just want complete stock firmware without baseband. Or choose simple or expert mode if you need cydia, hactivation, or custom packages...etc (they still preserve baseband). Tinyumbrella isn't needed with this tool.

However if you don't need unlock then the baseband version is irrelevant.

I believe OP doesn't want to jailbreak (as in "but not jailbreaked"). TinyUmbrella is the answer.

Snowbreeze baseband preservation mode doesn't jailbreak the device, it just upgrades the device firmware without updating baseband, completely stock, which is exactly what op wanted if I understood correctly?

Never used it but I'm pretty sure that's incorrect ^^, Sn0wbrezze & Pwnage both jailbreak the firmware on your comp before you restore to it.

Have a look at this:

http://www.abdulrehman.net/snowbreeze-2-2-to-have-baseband-preservation-mode-with-ios-4-2-1-iphone-4-will-work/

"...what this function will do is that it will preserve the baseband of your iPhone with the custom firmware without the jailbreak."

If you had actually run snowbreeze then you'll know that when you select the "Baseband preservation mode" it says, and this is an exact quote:

"This mode ONLY preserves the iPhone's baseband. It does not Jailbreak or Unlock the actual device. All other modes still do preserve the baseband."

That is a good new feature, makes me want to find a PC to test/use it on now.
