iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

Hi I have a jailbroken iPhone 5 and when I plug into my computer to syncs my new downloaded music it gives me a error that says "could not sync items could not be found" but when I plug in my ipad(which is not jailbroken it works) any clue what the issue could be???????

Do you have your music stored on an external hard drive? Because that is usually the error that occurs when i do not plug in my music hard drive and try to sync. I guess this is not because of your jailbreak, but some iTunes related problem.

I don't think this has got anything to with jailbreaking. Have you got the latest iTunes? The latest iTunes lets you sync each song specifically for a device. Why don't you try that one to determine where the problem actually lies. And if you keep facing the problem, then get copytransmanager. It's a pretty handy alternative to iTunes for syncing music & apps on your phone.
