old boot rom 3gs's don't need shsh to restore / downgrade. just use redsn0w or ireb to enter pwned dfu and shift click your ipsw in itunes.

When i use redsn0w stays in "waiting for device" forever

@iH8sn0w's upgraded release of sn0wbreeze today (v2.9.14) provides untethered 6.1.3 for old bootrom with matching kernel (2107. which is technically better than using redsn0w 0.9.15b3 for 6.1.3 (with 6.0's 2107.2.33~4 kernel) if you have suitable access to a windows PC.

If you have iPhone 3GS old bootrom, just go to 6.1.3. Activate via original carrier SIM card. Jailbreak via redsn0w. Unlock if applicable with ultrasn0w.

Yes, use redsn0w. Make sure to point to ipsw 6.0, and then select the appropriate options (your bootrom is not fixed). Good luck and best wishes!
