iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

I'd like to update my 32gb iPod Touch 5th generation from iOS 6.1 to iOS 6.1.2, but when I go to itunes and try to update it I get iOS 6.1.3 which I can't jailbreak. What can I do?

You cannot. Either stay on 6.1 or get 6.1.3.

Nothing. You can't upgrade to any iOS version other than the latest (even with SHSH) on your device, so you should just stick to 6.1 and wait for a downgrade method to be released.
