Only A4 devices (devices with a bootrom exploit) can be jailbroken on iOS 6.1.3, and it is a tethered jailbreak. See pod2g's tweet. A4 devices are iPod touch 4, iPhone 4, and iPhone 3GS. -1
By a4 devices do you mean iPod, IPhone or iPad 2

Please accept my answer as the correct answer so people know it's been resolved. actually only iPhone 4 and ipod touch 4th gen are apple a4. All iphones and iPod touches made before also support the limerain exploit too 1
