iOS 8.2 and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.2 or 8.1.3 to earlier versions.

I have an iPhone 5 and I want to restore to iOS 6.1.2, I have the ISPW file downloaded but every time I attempt to restore, it says

 "The iOS Device “Device Name” could not be updated. This device isn’t eligible for the requested build."

I've tried this

When I use TinyUmbrella, it says the server can not be found, try again.

You can't, even with SHSH. A5+ cannot restore to anything except the latest on iOS 6.x.

Really? I didn't realize that! so how can I fix this? I don't want to lose my jailbreak but I need the jailbreak on my iPhone 5

You cannot ! Either stay where you are at or restore to 6.1.3
