Help with jailbreaking and Cydia for iPhones, iPads, and iPod touches.

evasi0n7 can jailbreak iOS 7.0-7.0.6 untethered. p0sixspwn can jailbreak iOS 6.1.3-6.1.5 untethered (see here for 6.1.6).
How to jailbreak iOS 7.0-7.0.6 (and fix problems). iOS 7.1.x is not jailbreakable, except an unsupported tethered iPhone 4 jailbreak.
Restoring or updating will update your device to iOS 7.1.1 and remove your jailbreak. There is no way to downgrade from iOS 7.1.x to 7.0.x.

I'm having severe issues with iTunes Match and network connectivity after the update to 6.1.2, so I'm looking to jailbreak for the first time and downgrade. I have a year old iPhone 4S currently with 6.1.2. Is this possible w/o blobs? I haven't found a clear answer...

The clear answer is - you cannot downgrade to any ios 6.x or 4.x on your 4S (5.x is possible under special conditions if you have blobs for current and 5.x ipsw) whether you have blobs or not as the solution does not exists because A5+ devices do not have bootrom exploit.Either you stay at 6.1.2 and jailbreak using evasi0n and try to find some cydia tweaks to help solving your problems (if any exists). If nothing works, you can always upgrade to 6.1.3 using itunes and maybe having clean resotre may solve all your problems. Choice is yours- jailbreak or unjailbreak 4S!
