iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

OTA update never has and probably never will work on jailbroken devices, which is why it's disabled :P

Anyways, no, you'd have to remove the jailbreak to make it work.

iTunes will pop up a note to tell you about a new version (if you sync your device with iTunes).
