I am Using Jailbroken Iphone 5 on IOS 6.1 . I cant Able to download anything from appstore even free app .. whenever i try to download it gives me this message.

I'm having the exact same problem. Whenever I update something in iTunes and try to sync it on the phone, it doesn't do it. After installing it, iTunes thinks it's been installed. But every time I sync, iTunes tries to install the app again. AND I also can't download anything from the AppStore, just like you, same message.

I think it has something to do with some tweak on Cydia that had a bad update or something. I tried to reinstall AppSync but no luck, still the same issue. Anyway, the only way I have of installing IPAs right now is using iFunBox. And it works like a charm. I hope somebody can help us though

Is there a problem there? It is saying it will download it for you and not charge you. That is what happens when you download something you already purchased which is not on the iphone and you got to it by the "Search" method. If instead you went to "Updates", and choose "Purchased" and then chose "Not On This [sic]iPhone", and tapped on the app, THEN you would get a cloud download icon that you can tap it and not get prompted about it.
