iOS 8.2 and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.2 or 8.1.3 to earlier versions.

The sources that are "legal" to use are provided to you when you jailbreak. BigBoss, ZodTTD, and ModMyI.

You should only need the ones that come with Cydia.

However, more legal sources can be found on the Cydia home page, click "More package sources"
