iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

can i downgrade my 4.2.1 jailbroken iphone to 3.1.3 or below and will my baseband change to lower version that is unloackable?

Only if you have shsh blobs for that firmware saved if you don't it's too late to get them

While that is true, you will only be able to downgrade the firmware, not the baseband. It may be possible on a 3G, but not on a 3Gs or a 4.

Very few 3g iPhones can down there basebands
