Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

Depends, if you are on a lower iOS with a jailbreak then restore, if you are not jailbroken but on another iOS upgrade or if you have 6.1 now there is no need to restore. Restoring will delete everything on the device. To keep data, go to iTunes, plug device in and click it. Click back up. Once restored, click restore from backup and that will put the data back on the device for you.
