Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.
Check @PanguTeam, @taig_jailbreak, @saurik, and /r/jailbreak for news and updates.
You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

i was upgrade IOS 6.1 by itunes three days ago

if i want to jailbreak my 4s, should I reflash IOS 6.1 one more time?

No just simply wait for the untether. Reflashing makes no difference.

If you'd like to be able to restore your device when a downgrade method is released, you can backup and then restore ("Restore iPhone", not "Restore Backup") - this makes your device have the correct type of SHSH required to downgrade. Otherwise, simply clicking the update button or updating via the Settings app is fine.

i just wanna know if I should reflash IOS 6.1 before jailbreak? (and my IOS also 6.1 now,but with some software)

and someone told me,reflash IOS 6.1 is better for jailbreak.
