How to fix some mysterious problems.

I was trying to update my iPhone 5 to 6.1 on Itunes but it asked me if I would like to transfer my paid apps to the library but I'm not sure how. Also would that mean when I download this update I still get my paid app without buying it again?

Will this new update wipe out my paid apps data?

I have an iPhone 4 that is currently on 6.0.1 and was wondering if I should update it to the latest version so I'll be able to Jailbreak it when it comes out?

Open itunes and connect your device. Go to File>Devices>Transfer Purchases. This just saves them to your itunes library. You can always redownload your purchased apps without purchasing again.
Yes, you can jailbreak your iphone 4 on iOS 6.1.

Always backup before updating. It should automatically transfer them for you to where ever you Itunes is stored like Libraries>music>itunes>mobile applications. No you wont have to buy them again. Its all in the cloud. You can delete an app with in app purchaces (IAP) and redownload the app a year later and get you IAP back. Your app data will be fine. For the iPhone4 I would Save your shsh blobs with tinyumbrella before updating to 6.1 just incase when ios7 comes out and you hate it, you can revert back to 6.0.1. Only update thru iTunes if your gonna JB. Yes I would update to 6.1. EvasiOn JB will be for 6.0-6.0.1-6.0.2 and 6.1. Hope that helps.
