Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.
Check @PanguTeam, @taig_jailbreak, @saurik, and /r/jailbreak for news and updates.
You can use Cydia Impactor if you need to un-jailbreak an 8.1-8.4 device without restoring.

I bought an iPad4 and 6.1 was already installed. Do I need to restore it before JB?

It would be best to because we can't be sure if the factory did an OTA update or used itunes on the ipad.

plug into iTunes, back up, restore, restore from backup

Its best to JB after a fresh restore, set up as new iPad/iPhone, then JB, then restore for backup. That way there's no userdata on the devices etc....

Restore after an jailbreak is not recommended right? I think we can't restore the backup data after device is jailbroken

you're fine restoring from backup, which is different then a restore as restoring from backup restores the user part of the data not everything. This procedure was suggested when greenpois0n was released as it took a very long time to run as it copied over all user data first. Ill try to find a source on that.

Some jb tool like absinthe works best on a cleanly restored phone. Most tools works well even on devices full of data. We can't say until evasi0n is out.

Given the requirement of "five minutes of your time," my guess is that it doesn't use a backup/restore method. I could be wrong of course, we'll know after it's out. xD
