Help with jailbreaking and Cydia for iPhones, iPads, and iPod touches.

evasi0n7 can jailbreak iOS 7.0-7.0.6 untethered. p0sixspwn can jailbreak iOS 6.1.3-6.1.5 untethered (see here for 6.1.6).
How to jailbreak iOS 7.0-7.0.6 (and fix problems). iOS 7.1 is not jailbreakable, except an unsupported tethered iPhone 4 jailbreak.
Restoring or updating will update your device to iOS 7.1 and remove your jailbreak. There is no way to downgrade from iOS 7.1 to 7.0.x.

mostly the tools like absinthe for untethered, they need your iphone to be activated, by means that it is done with the setup. how about for the iphones that cant be used because of carrier locks.

iphone 4 (i always cant pass the activation screen) locked carrier does it need to be activated first before jailbreaking? if i jailbreaked my iphone using redsnow (for activation purposes), can i still use the tool so i can be untethered?

Depends on your firmware version, etc. If you activated using redsn0w, and selected the "Installl Cydia" option, then your phone is already jailbroken. On an iPhone 4, I recommend turning on the "Use DFU Ramdisk Method" option in the preferences of redsn0w.

To answer your question, yes, you can.
