iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

I haven't ever jailbroken anything before, but would like to. But I would also like to keep the progress I have made on my apps such as Final Fantasy and such.Do I have to restore it or is there a way to keep my apps how they were?

You don't have to restore it. If you want to, just backup in iTunes and after restoring, restore from the backup.

You don't have to restore but it is highly recommended.

Just back up in iTunes, restore, and then restore from your backup after.

The jailbreak will work on all 6.x versions. Upgrading is optional.
