How to jailbreak iOS 6.0-6.1.2 untethered on all iOS devices (and 6.1.3 tethered on older iOS devices).
Apple has released iOS 6.1.3 and 6.1.4; do not upgrade/restore (if you want to keep your jailbreak). You cannot downgrade/upgrade/restore to 6.1.2 using SHSH blobs on newer devices; older devices that can use SHSH blobs are iPhone 4, iPhone 3GS, and iPod touch 4th gen. Learn more.

I am in a situation where I have an iPhone 4s sitting unused because it is a verizon phone and I am on at&t =(.

I don't think thats true. If I factory unlock it I would be able to.
From what I'm told CDMA phones (verizon or sprint) are locked twice. Carrier locked and region locked. Even if you were able to unlock the GSM side of the 4S it will not work the US.
so jailbreaks and ultrasn0w wouldnt change those?
No, and Ultrans0w will not be updated to support the 4S/5. The last device it unlocked was the iPhone 4 in July '10
In cydia there have been other people that have made it compatible with ios 6
Compatible with IOS 6 yes, but it supports the same basebands of the same devices it did in 2010. Nothing new has been added.
