So, the problem is that your push notifications aren't working, right? I don't know why those instructions ask you to manually disable and re-enable the push service - you shouldn't need to do that. First, can you confirm that you have a hacktivated phone? In other words, a phone activated via jailbreaking it with redsn0w? (This is common for ultrasn0w-unlocked devices and not for other devices, if that helps.) If so, have you already installed SAM and tried to use it to fake proper activation for your device? See these instructions. I have gone tru d process of SAM and its successful.
