The settings app is only viewable with an activated device, for unactivated will need to use the tools mentioned in answer below.

Sounds like either the iPhone is locked to a carrier other than the one you are attempting activation with and or the baseband is corrupted, most likely with the iPad baseband of 06.15.00. Try connecting your unactivated device to Tiny Umbrella, or F0recast to read the model number, and baseband (modem firmware).

Report back with the Model and baseband so we can further advise. Will likely say something like MC640LL and 06.15.00.

Jailbreak using redsn0w so that you can bypass activation screen. See link on top of this page on how to jailbreak iOS6. Report back with your modem firmware. If it is 6.15, it is now corrupted after using stock ipsw to restore, you need to run redsn0w install ipad baseband, then run redsn0w downgrade baseband to fix. Install ultrasn0w and ultrasn0w fixer to unlock.

Download iExplorer 3. Plug in your device and jailbreak. Open iExplorer 3 then go to Root. After that choose Application folder. Find Setup.app. Right click on it choose delete. After that rebooted you device and slide to unlock screen will display you can use it normally.
