iOS 8.2 and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.2 or 8.1.3 to earlier versions.

Ok, so I managed to somehow delete cydia off my iphone 4 iOS 5.1.1. How can it be reinstalled? I did manage to install a .deb cydia file using ifile, but it just crashes on start and doesnt work at all. I dunno about restoring and jailbreaking as I am on 5.1.1 and haven't saved the shsh blobs which I suspect got deleted with cydia. Can anything be done? Also updating to iOS 6 is not an option as my phone is also unlocked with gevey for 5.1.1

Your SHSHes are safe on the Cydia server.
