iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

I have an iphone 3GS with iO6, i recently jailbreaked my phone using redsnOw, after jailbreaking the phone i then proceeded to 'just boot' it , the Cydia icon popped up and i clicked it. Preparing Filesystem( Cydia will exit when complete) pops up for a few seconds and then it reboots my phone. I try 'just boot' again and i have the same problem, what do i do to get it functional? Modem Firmware: 05.16.17 Model: MC637X

Do what @theiphoneguy said below, but note after "preparing filesystem" it doesn't do a full reboot, it's a 'respring' sort of a soft reboot, and you don't need to boot tethered after.

On another note, In redsn0w go to Extras-Even More-Preferences- and check the box for "move applications during jailbreak".

This will prevent Cydia from doing it later.

I would re restore ios 6 and re run the jailbreak, not sure what could have gone wrong. Make sure you are using redsn0w 15b2
