iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

I accidentally deleted Cydia Installer. I was trying to completely delete Cydia because my iPhone would not connect to pc due to slight water damage on dock connector and I thought it would allow me to update to iOS 6. So, yeah, I wasn't able to update and am totally glad I didn't, but now I want to reinstall Cydia. I can still SSH it, so there must be a way right? still can't to pc.
