Pangu provides an iOS 9.0 untethered jailbreak. TaiG provides an iOS 8.4 and 8.3 untethered jailbreak.

How to fix some mysterious problems.

I have an iPhone 3GS Version 4.3.5 (8L1) Modem Firmware 05.16.02

I've read on using ultrasn0w to flash your device to the iPad baseband (6.15.00). However, this method loses GPS functionality. Is there any safe way to unlock the device while keeping GPS, or is this the only way as of now?

I forgot to mention that I have not jailbroken yet, but can probably do that fairly easy if necessary.

You upgrade the baseband to 6.15, which has no GPS, then downgrade to 5.13.04, which does have GPS.

Would I have to jailbreak my device first before attempting this? Since it looks like this requires Cydia, something jailbroken iOS devices have only?

No. You jailbreak after doing the baseband downgrade, then install ultrasn0w.

I am having a problem going into "Just boot" mode, to use Cydia. It hangs on the part where it says "Waiting for iPhone 3GS". Everything else has worked so far (upgrading to 6.15, then downgrading to 5.13.04)

If you have any antivirus software, disable it.

I tried that. I also read somewhere to try to specify a IPSW before trying this, but I can't seem to find the correct one because my iPhone was made the late 2009.

You can request an official unlock from the device's original carrier or from a third party if your original carrier declines to assist you. Official unlocks do not require jailbreaking or any other form of hacking and retail full original function of the device. This form of unlock is generally preferred over the upgrade/downgrade method and is the only one which will work with current iOS.

However if you are skilled and familiar with jailbreaking, SHSH, building custom ipsw's, SAM wildcard activating etc, then the software unlock method can be a rewarding and fun experience. Check the FAQ's for more info.
