iOS 8.2 and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.2 or 8.1.3 to earlier versions.

Hi, What is the difference between an iPad 3 gsm and cdma? And how can i tell?

I will be buying a NEW iPad 3 3g+wifi from my mates cousin and want to know if it is blocked or has been blocked? (do iPads also have basebands? Can they get locked/unlocked?)

All GSM iPads are factory unlocked. Apparently CDMA are USA only and are locked when purchased under subidy. There's a good explanation of the difference between GSM and CDMA in this article. Basically just two different ways of transmitting multiple data streams wirelessly. It affects which carriers you can use. GSM will work worldwide and CDMA is only good for the carrier it's locked to like Horizon in the US.
