iOS 8.3, 8.2, and iOS 8.1.3 are not jailbreakable. There is no way to downgrade from iOS 8.3, 8.2, or 8.1.3 to earlier versions.

I have deleted accidently Rocky Racoon after Jailbreak 5.1.1... yes I know it's dumb My iPhone 4 boot sequence stop at Apple logo

I even try to install the Deb file with iExplorer & iFunBox but no luck Now that is done, is there any way to boot tethered and reinstall Rocky Racoon in Cydia ?

I know I can redo the complete Jailbreak but I would to know if there is other ways.

Plug into your computer, download redsn0w (latest version), download your IPSW for iPhone 4 (GSM or CDMA), then click boot tethered, enter DFU mode, then it'll boot your device tethered, and you can redownload Rocky Racoon.

I did try with Redsn0w Win with IPSW (0.9.11b4 and iPhone3,1_5.1.1_9B208_Restore.ipsw) but I get an error: "That IPSW is not supported by Redsn0w Fingerprint 31..." The 5.1.1 Jailbreak was working fine before I deleted Rocky Racoon App

is Redsn0w could work if boot tethered with a older and compatible IPSW version ?

Ah see, the problem is that's the newer IPSW which isn't supported - it'll probably work with 5.1.1 9B206

Even though you successfully boot with redsn0w, your idevice might have unforseen problem or issue, in my case my idevice kept on resprung every 2-3 minutes. The best solution for this case is restore fresh and rejailbreak. Shit does happen something but next time don't accidently delete Cydia.... :)

To clarify @perfectpete216's reply. Download 5.1.1 9B206 ipsw and browse for it in redsn0w/extras/select ipsw before doing redsn0w/extras/just boot tethered.

I tried with all different version of Redsn0w and IPSW and nothing is working I will recover and redo all the Jailbreak process Thanks to all

I use Redsn0w 0.9.10b8b to boot tethered without the needs of IPSW's

No version of redsn0w supports iOS 5.1.1 9B208 (the second version of iOS 5.1.1 for iPhone 4 GSM) by default yet, so you have to specify the 5.1.1 9B206 IPSW.
